ECONOMIC DEVELOPMENT FOR INDIGENOUS PEOPLE IN JALONG TINGGI

JAKOA was established since 1953 known as Jabatan Hal Ehwal Orang Asli [JHEOA]. The objectives are uplifting the living standard of indigenous people, improve the amenities and basic infrastructures, comprehensive human capital development, enhance indigenous people health standard  and indigenous people heritage conservation. JAKOA has initiated venture programmes with other government agencies e.g. Lembaga Koko Malaysia [LKM], Lembaga Getah Malaysia [LGM], RISDA etc to ensure objectives achieve.

However, from my observation and experience with the Temiar ethnic in Jalong Tinggi shown that most of the programme do not meet the objectives and is a waste of public fund. Programmes are not properly plan and implement. Most of the projects failed. the JAKOA officers and officers from the respective agencies / departments shall be hold full responsibility on the failure.

These are my observation:

Fish - on behalf of the 'orang asal', I wrote to JAKOA to allocate fund to train the young 'Temiar' to rear fish as they are living by the river side, there are unlimited source of uncontaminated water. The 'Temiar' has shown interest; however before the young 'Temiar' being train, JAKOA has sent fish spawn, canvass and fish foods to KOA Pisang. The community has successfully built the canvass for fish rearing. Unfortunely due to inexperience, all 2000 fishes dead.

Why sent fish spawn and others before training? How much the cost? Is a waste of public fund, right? My blog dated December 2009 refers.

Banana - I was informed by my Temiar friends that JAKOA has persuaded them to plant banana. As usual, JAKOA has provide all the necessary raw materials. Without knowledge in planting banana, most of the banana were not successful, only a handful success. Not guidance, monitoring and helps from the expert are the fail factors.

What JAKOA can plan but cannot implement successfully? What's the cost of the project? Why agriculture department was not involve? Why no expert guidance and monitoring? Why no human capital development as it is a strategic plan by JAKOA?

Cocoa - I was informed that JAKOA has selected a few people to attend training conducted by Lembaga Koko Malaysia [LKM] for a month. Assistance for planting provided but after planting, no follow up guidance and monitoring by LKM. No proper upkeep thus most of the plant do no grow well.

What's the cost of the project? Why no expert guidance and monitoring?

Oil Palm - RISDA managed an oil palm planting project in KOA Plantuk. Initially the community was told that they will be employed as general workers so that they can learn how to upkeep the plantation. As the same time, they can earn some living while waiting the oil palm to mature. However, prior the oil palm mature; most of the villagers were terminated. Most of the works have been contracted to outsiders. Upon maturity, the participants only paid a few hundreds ringgit as dividend from the project. The latest information proved that participants paid about RM550 / month. This is the only project in Jalong Tinggi.

Why villagers are not employed to work?  Why only 1 project in Jalong Tinggi? Why OA are not train?

Rubber - Lembaga Getah Malaysia (LGM) has initiated a grand project for planting rubber in Jalong Tinggi. KOA Kenang, Pisang, Langkor, Chengkih and Plantuk are involve. I have visited the project location. Information shown that LGM officers often come to monitor the progress. The participants are glad with the assistance. Hopefully this will be a successful project that can uplift the living standard of the 'orang asal' in Jalong Tinggi.
